Starting December 1, 2006, several new laws come into effect in North Carolina. For example, state sales taxes is lowered. In addition, changes were made into laws dealing with seat belt use, cell phones in cars and DWI.
Sales tax decrease
State sales tax is decreased by 0.25% from 4.5% to 4.25%. Combined with local tax, the new sales tax is lowered from 7% to 6.75%. Another sales tax decreased is expected summer 2007.
Cell phones and teens
Drivers below the age of 18 cannot drive and talk on the phone at the same time. $25 fine per violation. Excluded from ban are calls made to 911, parents and spouses.
Seat belts
Every person occupying a vehicle must wear seat belts, not just children and front seat passangers. Seat belts must be on when vehicle is on a steet or a highway or is in forward motion. People with certain disabilities and rural postal carriers are exempt.
Beer kegs
Buying a keg of beer or malt liquor will now require a permit. Name must be supplied, along with the address where alcohol will be consumed. Buyer must read warnings about underage drinking.
DWI and DUI
Laws have become more strict concerning drunk driving with 36 changes introduced into the current law. Now the information regarding drunk drivers,such as alcohol level, will be placed into a database.

my child just became old enough to get out of a car seat now i have to put my child back in one, please stop changing the car seat laws so much people are getting comfussed
