Diversity Visa DV-2008 Lottery, also known as Green Card Lottery, will begin accepting entries on October 4, 2006. Provided are the application instructions for this lottery. All the citizens of the former Soviet Union, with the exception of Russia, are eligible to enter.

It should be noted that there are some changes from DV-2007, in terms of technical specifications for the photographs, for example. New questions and options added as well.
